Coordination platform on sustainable regional and city development will be organised in Belarus in the frame of the Covenant of Mayors for Climate and Energy project , said National expert of Covenant of Mayors in Belarus Ivan Shchardanok in Vileyka. On June 8, the conference on the CoM East in Belarus was hold. On June 9-10, the financial training on implementation, monitoring and reports in the frame of SEAPs/SECAPs was organised.
The platform will be organised for local authorities, ministries and departments, research centers, financial oraganisations, donor organisations, representatives of private sector, non-governmental organisations in the frame of the implementation of the Covenant of Mayors initiative. Mayors Clubs in the European Union has become an example to take for a model. For example, almost all of the Signatories of CoM in Poland participate in this kind if Club. In Ukraine, several cities assosiate in projects that can get largescale funds.
"Cities assosiate in clubs, platform and try to solve problems together. They can share their experience in details - how they conducted the audit, how the deasibility study, how the developed design specifications and estimates, what funds they needed. Nobody share there practical advises except the cities that implement the project", - Ivan Shchardanok noticed.
Among speakers of the conference there were Vladimir Komashko, Deputy Director of Energy Efficiency Department; Andrew Pilipshuk from Ministry of Natural Resources and Environmental Protection; Elena Rakova, Project Manager of Delegation of the European Union to the Republic of Belarus; Julia Jablonskaya, Chairperson of IPO "Ecopartnership".
Representatives of 20 Belarusian cities shared the information about implemented inintiatives and new projects in the frame of CoM East. In Chavusy, the process of accounting for the consumed energy and water is being autimated. There is a large-scale modernisation of public lighting in Polotsk. The road map of free ecological territory will be created in Novogrudok district. New initiatives will be implemented in Brest, Hlubokaye, Kobric, Vitebsk, Vileyka in the newarest future.
2-days financial training was devoted to learning Signatories how to implement and monitoring their a Sustainable Energy and Climate Action Plan (SECAP). There were Deputy Heads of District Executive Committees, specialists from District Hosing and Piblic Utilities, specialist from Economy Departments of of District Executive Committees, NGO representatives in the list of participants.
Financial expert Aleksandr Babuk informed about the concept of money in time, financial indicators of the investment proposal, increased the overall level of financial literacy. National expert of Covenant of Mayors in Belarus Ivan Shchardanok and Technical Expert Anastassiya Adamovich told about a new contest of project applications, shared the information about reports and monitoring in the frame of the CoM East initiative.
The conference and the training were held by Interakcia Foundation and IPO "Ecopartnership" together with Vileyka District Executive Committee with the financial support of the Europena Union.
